El alcalde Bill de Blasio
invitó a la Coalición de Cónsules Latinoamericanos en Nueva York (CLACNY) a una
reunión de trabajo en la Mansión Gracie el domingo 13 de agosto, donde
discutieron asuntos de interés para los constituyentes representados por los Consulados,
superando más de 3 millones de residentes en La Ciudad de Nueva York. CLACNY es
una organización que agrupa los 17 Consulados de América Latina en Nueva York,
cuyo Presidente Pro Tempore es Carlos Castillo, Cónsul General de la República
Dominicana. También participaron en la reunión la comisionada para Asuntos
Internacionales de la Ciudad de Nueva York, Penny Abeywardena, Bitta Mostofi
subcomisionada para Asuntos de los Inmigrantes, y Marco A. Carrión, comisionado
de la Unidad de Asuntos Comunitarios.
Durante la sesión de
trabajo, el alcalde de Blasio analizó las iniciativas que la ciudad de Nueva
York ha tomado para proteger los derechos de los inmigrantes, incluyendo los
beneficios del programa IDNYC y los recursos disponibles para los inmigrantes
indocumentados a través de los aclamados servicios de Asistencia Legal. Los
Cónsules Generales expresaron al alcalde su deseo de trabajar conjuntamente con
la Ciudad de Nueva York para proteger a sus nacionales -su principal
responsabilidad bajo la Convención de Viena sobre Relaciones Consulares- y
entregar información precisa y oportuna a sus constituyentes sobre todos los
recursos y servicios que tienen para ofrecerles, con la finalidad de que se sientan seguros.
El Cónsul General de la
República Dominicana, Carlos A. Castillo, Presidente de CLACNY, dijo que
"para CLACNY, la reunión con el alcalde de Blasio es importante porque es
primordial para nuestros nacionales saber que nosotros, juntos bajo la
Coalición de Cónsules Latinoamericanos,
tenemos canales de comunicación abiertos con la máxima dirección de la
Ciudad de Nueva York y usaremos estos canales para trabajar juntos y ser de
cualquier ayuda posible a cualesquiera programas y servicios que trabaje en
favor de la protección de nuestros constituyentes inmigrantes", agregando
que "nosotros también necesitamos trabajar mejorando la entrega de
información para luchar contra la desinformación que aún afecta a nuestras
comunidades en cuanto a sus derechos de inmigrantes, porque la desinformación
conduce a decisiones que pueden tener efectos adversos en sus medios de vida en
Nueva York”.

La Coalición de Cónsules Latinoamericanos
(CLACNY) fue fundada el 1ro. de octubre de 2008 y su estatuto estableció las
siguientes áreas de interés de su trabajo: (1) proporcionar la cobertura más
amplia posible a la comunidad en términos de salud; (2) proteger los derechos
humanos de los miembros de la comunidad, particularmente en lo que respecta a
la vida, vivienda y empleo, 3) promover los derechos laborales y de seguridad
en el lugar de trabajo de sus nacionales; 4) combatir cualquier manifestación
de racismo, discriminación, intolerancia o xenofobia en nuestras comunidades;
(5) promover el acceso a la educación y (6) proteger los derechos de inmigrantes.
Está integrada por los Consulados Generales de Argentina, Bolivia, Brasil,
Chile, Colombia, Costa Rica, República Dominicana, Ecuador, El Salvador,
Guatemala, Honduras, México, Panamá, Paraguay, Perú y Uruguay. El número total
combinado de nacionales, incluyendo la primera y la segunda generación, se
estima en más de 3 millones en la Ciudad de Nueva York. En la actualidad, el
Presidente Pro Tempore del CLACNY es el Cónsul General República Dominicana,
Carlos Castillo.
MEETING WITH MAYOR BILL DE BLASIO
AND THE MEMBERS OF CLACNY
Mayor Bill de Blasio invited the Coalition of Latin
American Consuls in New York (CLACNY) to a working meeting at Gracie Mansion on
Sunday, August 13, where they discussed matters of interest to the constituents
represented by the Consulates, totaling over 3 million residents in the City of
New York. CLACNY is an organization that
groups the 17 Consulates from Latin America in New York, whose President Pro
Tempore is Carlos Castillo, Consul General of the Dominican Republic. Also present at the meeting were New York
City’s Commissioner for International Affairs, Penny Abeywardena, Bitta Mostofi
Assistant Commissioner of Immigrant Affairs, and Marco A. Carrión, Commissioner
of the Community Affairs Unit.
During the working session, Mayor de Blasio discussed
the initiatives that New York City has taken to protect the rights of
immigrants, including the benefits of the IDNYC program and the resources
available to undocumented migrants through the acclaimed Legal Aid services. The Consul Generals expressed to the Mayor
their desire to work together with the City of New York to protect their
nationals – their primary responsibility under the Vienna Convention on
Consular Relations – and to deliver accurate, and timely information to their
constituents about all of the resources and services has to offer them, to feel
safe.

Castillo, President of CLACNY, said that “for CLACNY, the meeting with Mayor de
Blasio is important because it is
important for our nationals to know that we, together under the Coalition of
Latin American Consuls, have communication channels open to the top leadership
of New York City, and will use these channels to work together, and be of any
help possible, to any programs and services that work towards the protection of
our immigrant constituents,” adding that “we also need to work improving
information delivery to fight the disinformation that still affects our
communities regarding their immigration rights, because disinformation leads to
decisions that can have adverse effects on their livelihoods in New York.”

The The Coalition of Latin American Consuls (CLACNY)
was founded on October 1st, 2008, and its charter established the following
areas of focus of their work: (1) Procure the widest possible coverage to the
community in terms of health, (2) Safeguard the human rights of the community's
members, particularly as they refer to life, housing, and employment, (3)
Promote the labor and workplace safety rights of its nationals, (4) Combat any
manifestation of racism, discrimination, intolerance, or xenophobia in our
communities, (5) promote access to education, and (6) protecting immigration
rights." It is comprised by the Consulate Generals of Argentina,
Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El
Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru, and
Uruguay. The combined number of nationals, including first and
second generation, is estimated at over 3 million in New York City. Currently,
the President Pro Tempore of CLACNY is the Consul General of the Dominican
Republic, Carlos Castillo.
